Thank you for contacting the Department of Cannabis Control (DCC). The DCC has created this portal to assist complainants in providing the DCC with important information regarding your complaint. DCC is charged with investigating alleged violations of cannabis licensing laws pursuant to the Medicinal and Adult-Use Cannabis Regulation and Safety Act, Business and Professions Code section 26000, et seq., and Title 4 of the California Code of Regulations, section 15000, et seq.
When you file a complaint against a licensed or unlicensed person regarding suspected violations of DCC’s laws and regulations, your identity as a complainant will be treated as confidential. However, complainants are required to provide their contact information to the DCC including first and last name, phone number and email address with their complaint. If you select the “yes” button under “complaint options” to remain anonymous, DCC will not publicly disclose your name as a complainant to the extent authorized by law. In certain circumstances, DCC may be required to disclose your information to another government agency as required by state or federal law or in response to a court or administrative order, subpoena, or a search warrant.
Providing your contact information allows DCC to follow up with you to gather additional information about your complaint. The information you provide in your complaint determines what action the DCC will take. The DCC is better able to act on complaints that contain firsthand, verifiable information. While anonymous complaints will be reviewed, they may be impossible to pursue without support from you, the complainant.
Your complaint should include a narrative describing the nature of the complaint. Include as many specific details or facts as possible, including names, business name and address, dates, license number, witnesses, location of the incident, and others who have personal knowledge about your complaint. You should also include any documentary evidence to support your complaint. Evidence may include photographs, contracts, invoices, and correspondence.
Remember to include the “who, what, when, where, and how” regarding the complaint. Our analysts can investigate your complaint more thoroughly when sufficient details are provided. Describe, in detail, the alleged violations of DCC’s laws and regulations committed by the licensed or unlicensed person.
